ELKHART — As a parent of two children who graduated from Concord Community Schools, Larry Shank said he’s witnessed firsthand how students have benefited from the district’s existing referendum funding.

“When you judge a school district, you don’t judge it by how pretty its buildings are, but the quality of kids that come out of its doors, and Concord has been doing a great job of creating quality kids,” said Shank, chairperson of a political action committee in support of the referendum.
