SOUTH BEND — An Elkhart man received a 10-year prison sentence after admitting to federal child porn charges.

Steven Perry, 55, pleaded guilty to possession of child pornography following his arrest in December. He was sentenced to 10 years in prison followed by five years of supervised release.

His sentence was enhanced because he had a previous conviction on federal charges of receiving and possessing child porn in March 2005. He was still on probation at the time of his arrest on the new charges, and was potentially facing a sentence of up to 40 years.

An order for Perry's arrest was issued in December after he was indicted in U.S. District Court in South Bend. The charges followed an investigation by the St. Joseph County Police, with the assistance of the FBI, based on a tip received from the National Center for Missing and Exploited Children.

The center was contacted by the blogging platform Tumblr about a blog where child porn was posted. Tumblr reported that it became aware on Sept. 17, 2018, of a user who uploaded 12 images, some of which depicted naked children.

The investigator’s affidavit describes three of the images, which depict two young girls and an infant. All involve nudity or explicit sexual content.

Tumblr terminated the blog and shared the user’s details, including the email address he used and his IP address. The investigator connected the IP address to Perry and found that he has a past conviction for child porn.

The court issued a search warrant for Perry’s Elkhart residence, which was served Dec. 5 and resulted in a request for his arrest from the investigator. Perry admitted to officers that he had created the blog and posted the pornographic images.

He said he had obtained the images from other Tumblr users, and admitted that he had downloaded child porn from the dark web just the day before speaking with police. Authorities seized a desktop computer and several electronic media devices from his home to be forensically examined.
