ELKHART — The Elkhart Police Department may have never been in greater need of officers, according to Chief Kris Seymore.

Following a string of retirements and a resignation, the department has 127 officers even though it has a budget for 143. That’s the biggest shortage Seymore can recall. And with 13 officers away due to training, leave or suspension, the real number of active Elkhart cops is down to 114.
