ELKHART — Mayor Rod Roberson is proposing a $92.6 million budget for 2022 that he sees as his first opportunity to truly shape the city in the way he envisions.

Taking office on Jan. 1, 2020, Roberson led the city in his first year with a budget that came from the previous mayor and City Council, which, unlike now, were both Republican. And though Roberson did shape the 2021 budget, it might have looked different if not for the uncertainty caused by the coronavirus.
