ELKHART — Why did it take so long to release the CDC report on COVID-19 in Elkhart County?

That is the question being asked by Elkhart City Councilman Kevin Bullard, R-at-large, following the release of the report Wednesday. The report by the Centers for Disease Control and Prevent was originally going to be released in late July and was expected to help local leaders move the county away from its hotspot status at the time.
