GOSHEN — A proposed ordinance related to enforcement of county COVID-19 restrictions did not pass Goshen council on final reading earlier this week, as most thought, and will be placed on hold as city officials pursue a more educational and public awareness approach.

City officials determined after the Monday meeting that Ordinance 5073 was not approved on second reading on the same night, the city said Thursday.

Good , someone obviously presented a lawsuit against the city for not following the constitution, which all leaders swore tomuphold
