GOSHEN — A $28 million assisted living facility in Goshen may start construction in spring after a move by city officials.

Goshen Common Council this week gave first reading to an ordinance authorizing the city to issue revenue bonds on behalf of the Green Oaks of Goshen housing project. The city will act as a pass-through for the tax-exempt bonds of up to $22 million as a Chicago developer moves ahead with building the 120-unit facility at 282 Johnston St.
