GOSHEN — Goshen Mayor Jeremy Stutsman has signed an executive order allowing city government buildings to open while the county is in the state’s yellow coronavirus designation.

Stutsman’s order ties city operations to the state’s color-coded advisory system, which changes based on the number of COVID-19 cases trending in each county.
