GOSHEN — City leaders are putting their hopes in COVID-19 safety education – but say if that fails, enforcement is not far behind.

A second reading for a local COVID-19 enforcement ordinance was not on the agenda for Goshen Common Council on Tuesday. Council had passed it on first reading by a 4-3 vote during a special meeting Dec. 7, with the aim of allowing city staff to respond to complaints and levy fines for repeat offenses.
