GOSHEN — After making major investments in Elkhart County’s dark fiber network last year, county officials are developing a more detailed price plan for users.

The county Board of Commissioners on Monday adopted a pricing model for the buried fiber optic lines that have been inching their way throughout the county in recent years. The county installs inactive lines and leases strands of fiber to private companies to activate, which up to now has been at a rate of $600 per pair.
