The City of Elkhart, through its Elkhart 2040 plan, seeks to redevelop 9,200 acres to diversify local industry. This page from a previous phase of Elkhart 2040 shows recommended target uses and enhancements of 946 acres near C.R. 17 and the Indiana Toll Road. The area is not within city limits.

ELKHART — The revitalization of the River District is far from finished, but city leaders already have their sights on an even bigger project to increase housing opportunities and diversify Elkhart’s economy.

The long-term goal is to build another 1,000 homes, redevelop 9,200 acres of underused land, and achieve more than $526 million in public and private investment.
