GOSHEN — Police are investigating an incident of indecent exposure at the Elkhart County 4-H Fairgrounds over the weekend.

A 15-year-old male told police a man had exposed himself to the teen in a restroom at the fairgrounds around 8:15 p.m. Saturday, July 26, according to a report from the Elkhart County Sheriff’s Department.

The suspect did not know the victim, police said.

Capt. Jim Bradberry said officers located and identified the suspect, a 59-year-old man, but could not arrest him because the officers did not witness the incident.

"With this kind of thing there are certain elements of the crime that must be met (to make an arrest),“ Bradberry said.

The case will be forwarded to the Elkhart County Prosecutor’s Office for review and to file any formal charges, Bradberry said.

"It’s important no matter where you’re at to be aware of your surroundings and parents need to be aware of where their kids are at,” he said. “Unfortunately, there are perpetrators out there who want to cause harm to children.”
