Key action: Promoted two in the police department, one in the fire department and hired another for the fire department.
Detective Ryan Adams was promoted to Investigation Division chief and Capt. Shawn Turner was promoted to Uniform Division chief in the Goshen Police Department.
The promotions were made retroactive to Friday, Jan. 10.
Mike Happer was promoted to Certified Chief Inspector for the Goshen Fire Department, retroactive to Jan. 1.
Zachery Klopfenstein was hired as a probationary firefighter effective Tuesday, Jan. 14.
Accepted an interlocal agreement with Elkhart County to contribute funds to support lobbying services.
The city has agreed to contribute up to $2,500 for the lobbying services of Barnes and Thornburg LLP.
Accepted an agreement with Matthews Millrace LLC for development of property owned by the Redevelopment Commission along the Millrace Canal.
Accepted an amendment to an agreement with L&M Electric for the maintenance of traffic signals, school flashers, lighting, city buildings and the city airport. The amendment extends the agreement from Jan. 1 through Dec. 31.
Extended an agreement with Peerless Midwest Inc. to provide evaluation, cleaning and maintenance services on the Water Department’s wells and pumps, perform repairs and service on wells and pumps and upgrade the pump capacity of one well pump.
All work will be completed by April 30, 2014 for a total contract price not to exceed $283,800.
Accepted a packet of agreements already budgeted for 2014, including agreements with the Sister City Committee, Boys and Girls Club, Chamber of Commerce, Downtown Goshen Inc., Northern Central Indiana Business Assistance Center, St. Joseph River Basin Commission, U.S. 31 Coalition and Economic Development Corp. of Elkhart County.
Opened bids on the demolition of 209 and 210 W. Jefferson St. and referred the six bids to the Redevelopment Commission for a recommendation.
Declared nine fire department phones as surplus and resolved to dispose of the phones as surplus property in accordance with Indiana Code.
Accepted the plat, dedications and easements at 216 W. Plymouth Ave. and signed the plat.
Held a public hearing on the property at 1101 Wilson Ave. owned by Cecil Bontreger. The board found the property unsafe and ordered that the repairs to the upstairs landing and exterior staircase be completed by April 1, 2014, per an agreement between Bontreger and the building department.
A review hearing on the property is scheduled for April 14.
