Goshen Schools takes first steps toward building project

The new committee will meet for the first time next Tuesday, Nov. 19.

GOSHEN — A new committee is working on the Goshen Schools building project.

A technical review committee is required to oversee the design-build process that Goshen Schools is using, according to Indiana law. School board members approved a seven-member committee on Monday evening, Nov. 11.

The new committee includes Diane Woodworth, Goshen Schools superintendent; Bob Evans, assistant superintendent; Jerry Hawkins, coordinator of business affairs; Tom Boomershine, Philip Wink, Mary Cripe and Jane Troup, school board president. Their job is to review potential design-build teams and make decisions on which team will best meet the needs of the school.

Wink, an architect from InterDesign in Indianapolis who has worked with Goshen Schools previously, said that the design-build process requires contractors, architects and engineers interested in the project to work together from the beginning.

“This eliminates finger-pointing,” he said. “Everyone on the team needs to get together and figure out the most cost-effective way to do things for the owner — the school.”

The first task for the newly created committee is to issue “request for qualifications” (RFQs) for the design-build teams. Wink said that RFQs are simple forms asking companies to explain who they are, what they can do and what they have done in the past.

They will be issued by the end of November and interested design-build teams should submit their information by the end of December, Wink said.

The technical review committee will score the teams who apply and hopefully choose a design-build team in January, he added.

Wink noted that professionals interested in doing the work need to form their own design-build team and submit their information together.

The committee will meet for the first time Nov. 19. During the meeting, committee members will review a draft RFQ and adopt evaluation criteria.
