Former city council member Bill Phillips dies

The first African American to be elected to Elkhart City Council has died.

The first African American to serve on the Elkhart City Council has died.

William O. “Bill” Phillips, 87, of Elkhart, died Saturday afternoon at Elkhart General Hospital.

Arrangements are pending at Hartzler-Gutermuth-Inman Funeral Home in Elkhart.
