Elkhart mayor names appointment after two leave controller's office

ELKHART — Two city employees in the controller’s office left their positions in late June following a dispute that apparently involved a complaint filed with the city.

Mayor Dick Moore confirmed the two departures but declined further comment because matters of personnel are viewed as private.

Asked if there had been a disciplinary investigation, Moore replied via email, “We recently investigated some internal concerns.”

The employees were deputy controller Christy Holman and purchasing agent Lee Ann Kopey.

They both resigned in mid June.

The position of deputy controller has been filled by Moore’s secretary, Bea Jones, who is the wife of airport manager Andy Jones.

Bea Jones is a graduate of Ball State and studied business and finance. She is multi-lingual, speaking and understanding English, Italian and Spanish, according to Moore.

“Ms. Jones has a working career spanning the last 30 years that includes bookkeeping, business research, insurance claims adjusting, marketing and sales associate and Bank manager,” Moore said in an email Monday.

The position of deputy controller, like department heads, is an appointed position, Moore said.

Holman had worked for the city for 10 years and Kopey worked for the city for about 6 years, according to information received as a result of a public records request.
