Police ID 73-year-old man who died in hit-and-run crash

    ELKHART — Police have identified the 73-year-old man who died after being struck by a car on U.S. 33 near Concord Mall on Friday night.

    Frank L. Nelson, of Elkhart, was attempting to walk across U.S. 33 when he was hit by a car driven by Kent Phouangmalay. Nelson was taken to Elkhart General Hospital, where he was pronounced dead.

    Phouangmalay, 21, of Elkhart, continued driving after hitting the man. Two off-duty police officers witnessed the crash. One officer performed CPR on Nelson and directed traffic, while the other chased Phouangmalay into a J.C. Penney store's parking lot, where he pulled the driver over.

    Phouangmalay was in possession of marijuana and was taken to the hospital for drug and alcohol testing. He was then arrested on preliminary felony charges of operating while intoxicated causing serious bodily injury and leaving the scene of an accident, police records show.

    He is being held without bond at Elkhart County Jail.
