Full road closures will occur during parts of the project, according to a statement released by the city.
Among the streets affected are Baker Drive, Carolyn Avenue, Evans Street, Floral Court and Middlebury Street.
Goshen Avenue will be closed at Evans Street for two weeks, according to the city statement.
After Goshen Road is re-opened, Middlebury Street will be closed for about two months between Simpson Avenue and Denver Street.
Traffic on Middlebury will be detoured to Goshen Avenue to Toledo Road to Industrial Parkway.
Local access to businesses and residences will be maintained.
The $1.5 million project will include construction of a new storm sewer and water main in the neighborhood. Much of the roadway will be reconstructed or resurfaced. Sidewalks, including ramps, will be upgraded to comply with the Americans with Disabilities Act.
C&E Excavating of Elkhart is in charge of construction. Officials expect the work to be completed by Oct. 22.
