Elkhart man charged with manufacturing meth appears for initial hearing

GOSHEN — An Elkhart man involved in a hit-and-run accident appeared for his initial hearing Thursday morning, March 7, at the Elkhart Circuit Court.

Joshua Riggs, 22, is charged with manufacturing methamphetamine, possession of precursors, possession of meth and leaving the scene of an accident that involved property damage.

Riggs has been scheduled for an attorney status hearing Thursday, March 14, at Circuit Court.

According to the probable cause affidavit for Riggs’s case, a police officer who was off duty witnessed a crash involving an SUV and a truck at the intersection of Edwardsburg and West Bristol avenues on Feb. 26. The SUV left the scene of the accident. The police officer who was off duty reported the incident and followed the vehicle until an on-duty officer made a traffic stop on the 2600 block of California Road.

Riggs, the driver of the SUV, was arrested at the scene of the traffic stop for leaving the scene of an accident. While running inventory for the vehicle for impoundment, police found various materials that are used for manufacturing meth. Police obtained a search warrant for Rigg’s vehicle and found more items that are used to manufacture meth, as well as a “one pot” meth lab.

Riggs admitted to being the driver of the SUV involved in the accident and said he had left because he did not have insurance on the vehicle. Riggs also admitted to using meth, as well as knowing how to manufacture it.

Riggs’s trial has been scheduled for June 24.
