Goshen council to discuss notice for meetings, building registration fees

GOSHEN — City council will conduct some housekeeping at its Tuesday, March 5, meeting.

On the agenda is a resolution concerning the city’s policy regarding public notice of meetings as well as the announcement of appointments of city council liaisons to various city and utility departments.

The public notice resolution policy is being reviewed by all of the city’s governing bodies, and has already been accepted by the Board of Public Works and Safety at the Monday, Feb. 25, meeting.

Previously, the city’s governing bodies were required to provide public notice of the date, time and location of public meetings to individuals who submitted written requests in accordance with the Indiana Open Door Law.

The law, however, allows governing bodies to adopt policies setting how notice will be given to individuals who submit requests, thereby not requiring the governing bodies to notify each person individually.

The new policy must be adopted citywide, and must be approved by all of Goshen’s governing bodies.

If the policy is accepted by all those bodies, notice for meetings will be made public on the city’s website, goshenindiana.org.

The council will also discuss the rezoning of portions of Fidler’s Pond. Some of the area is zoned Industrial M-1, and an ordinance will be reviewed that would rezone those portions for a uniform Residential R-1 district ahead of the city converting the site to a city park.

Council will also revisit a building department fee ordinance tabled at a previous meeting.

The ordinance would amend a previous ordinance setting rental, hotel and rooming house fees.

The new ordinance would require a $40 biennial registration for each rental dwelling unit and an annual $75 registration for each hotel or rooming house.
