Zoning ordinance group feels disregarded by Elkhart County officials

GOSHEN — The Elkhart County Plan Commission has heard rumblings that a group of people helping to rewrite the county’s zoning laws do not feel like their suggestions are being carefully considered.

Plan commission member Blake Doriot said Thursday, Feb. 14, that he’s heard concerns from appointed committee members over the past few weeks that their voices are not heard. Their unease surfaced in January after the plan commission voted to limit residential uses on agricultural land, the opposite of what the committee had recommended.

“They are doing a lot of the hard work, and that should not go unnoticed,” said Tom Stump, a county councilman and plan commission member.

Jim Kolbus, the plan commission’s attorney, noted that the committee revising the county’s zoning ordinance was appointed as an advisory group to make suggestions to the plan commission.

“It is viewed more as informational, and I think the steps that are being taken here to try and sit down with these different groups and work out positions actually goes beyond what is really required,” Kolbus said.

Doriot pointed out that the committee members work well together, even when they do not agree with each other.

The issue of restricting residential uses on agricultural zoned properties is not resolved. Plan commission members said they would continue to work on it while continuing to move ahead with the rest of the zoning ordinance’s revisions.
