How will Elkhart County distribute $2.4 million in stormwater fees?

GOSHEN — More accurate property measurements in Elkhart, Goshen, Bristol and unincorporated parts of Elkhart County may lead to a larger total of stormwater fees collected in those areas.

Revenues from stormwater fees are expected to be roughly $2.4 million this year, which is about $561,000 more than 2012. Eric Kurtz, the county’s stormwater coordinator, attributed the upsurge in fees collected to a three-month project that used digital aerial photos to take stock of hard, impervious surfaces on properties, including rooftops and paved areas that stop water from soaking into the ground.

The county collects $15 from homeowners for residential properties and charges $15 for every 3,600 square feet of hard surface for non-residential land. The fees are collected annually with property taxes. The money generated from the fees is used for public education programs, cost share programs for failing septic systems, mapping storm drains and other programs.

Out of the four stormwater partners, Elkhart County is expected to collect the most revenue this year, almost $1.1 million. Kurtz estimated that Elkhart will receive $836,134 from fees, Goshen will get $471,294 and Bristol will collect $52,887.
