What’s a kennel? County’s proposed changes move forward

GOSHEN — The Elkhart County Plan Commission has recommended changing the definition of animal kennels.

The decision came more than a month after a heated public hearing where animal welfare advocates and area dog breeders butted heads on land-use issues and the well-being of animals. The plan commission proposed a definition today, April 12, that identifies kennels as properties with more than five dogs, cats and other household, domestic animals older than 6 months. The definition also includes properties with more than two animals that are kept for breeding, boarding or training for compensation or sale. The commission also suggested setting minimum setbacks and acreage for kennels in agricultural districts.

The county’s ordinance currently defines kennels as properties with more than four animals older than 4 months old, or more than two animals that are for sale or kept for breeding, boarding or training.

The next chance for public comment will be May 21 with the Elkhart County Board of Commissioners, which will have the final vote on the ordinance.
