 Steve Fortier of Goshen is unhappy with the results of the county highway department's roadside ditching project, which created this drop-off in front of his lawn on C.R. 21. Jeff Taylor, manager of the department, said the drop-off is a typical effect of berming done in county-owned right of ways where the ditch has been filled in over the past 10 to 30 years.
